The Office of Legal Affairs consists of the Staff Attorneys’ Office and the Office of Staff
Counsel CAMP. The Staff Attorneys’ Office assists
the Court by conducting research into specific areas of law and provides written memoranda of
law. This work encompasses both substantive and procedural issues.
Staff Attorney Law Clerks work on all substantive motions and pro se
appeals. All procedural motions go through the Office of Legal
Affairs.
Staff
Attorneys develop substantial expertise in the areas
of habeas corpus, prisoners’ rights, constitutional law, civil rights and employment
discrimination. Staff Attorneys are appointed for two year term period.
Depending on performance can be asked to stay for yearly appointments up to five years.
The Office of Staff Counsel is also known as CAMP. The staff counsel are mediators.
They generally hold conferences before briefing in civil, counseled appeals.
The mediation conference is designed to explore the prospect of amicable resolution tailored to the needs of the parties
while reducing the time and expense of the appellate process.
Staff counsel focus on clarifying and narrowing appellate issues, objectively assessing the best alternatives to a
negotiated agreement and generating realistic parameters for possible settlement.
